What do tier 0, tier 1, 2, 3, 4 sneakers mean?

I always come across a posting about new tier 0 nike shoes release and i dont have a clue what it means. Could anyone please tell me what do tier 0, tier 1, tier 2, tier 3 sneakers mean ? is it only for nike sneakers or for other brands as well?

It's about advertising and hype and product positioning. Doesn't have anything to do with quality, fit or looks..... just a way getting some idiots to pay $200 for a $20 pair of sneakers.

The Manfreds. The song was even called 5-4-3-2-1, which I think was very nice of them.
