First, talk with an estate agent, to see what the money you have can buy you.
You are not likely to get a mortgage unless you have a job in the country, often not in the first year of you having that job either.
If the agent is good, he can also tell you what permissions you need, like from the town.
And if you want to live there, you will need a residence permit, not too hard if you are an EU member, very hard if you are from an other country.
If you want to apartment as holiday home, you might need to have permission for that too. (Some countries and towns do not like to have real estate that stays empty for most of the year, others just count you tax money and welcome you.)
If the real estate agent is not clear about it, and to double check, contact the town hall or offices. You might need to do that is Spanish, if that is a problem, double check with several agents to see what they tell you.
