Of course it's true! The author write the book whereas another person, a graphic designer does the cover. The more popular is supposed to be a book, the more eye-catching is the cover, in most cases. Since popular doesn't necessarily means "good" or "interesting by everyone's standards, then the cover is a clue of poor value.
Countless enthralling books hide under ugly or desperately austere covers. The exact opposite is true.
My method to spot the good book, should it be of some help.
Who is the author and his credentials and political stance? Too many authors write for the sake of spreading their political views on such or such issue, nowadays (how boring it is!). Does this book he wrote relate to a field he masters or else?
Take an attentive look at the summary, in the case of an essay. Read some pages chosen at random. If possible, look on internet for critics and for more information about the author and his book.
If you do all this, you'll be seldom disappointed.

I've actually run into the as usual drawn-up and covered romance that was pretty good--the kid made me read it. Same for many westerns. (I went through a Zane Grey phase.)
And the Bourne books (not necessarily recomended) are covered with Matt Damon now... hate the movie covers on an old book. They fool you because a movie book is no good and the real book often is.
So in my opinion a book should never be judged by its cover, nor a person, living room, or meal.

When i hear those words, it usually means stay for just a moment to ponder , there is another view coming, the person knows a hidden truth.A book is just a shell until you learn how to read the contents. does the title give justice to those contents? Contents change . A book is just the beginning but the title is an end.( just a few loose fitting comments here).Hope they are not a judgment . Thank You.

I think that you should not judge a book by its cover, but in our society we do that. People are judged by their looks period. Cars are judged by their looks period. Marketing and Advertising are billion dollar industries. The Book covers are carefully designed to get your attention.
The saying is not longer applicable in our society.

I think it is a brilliant saying and example so for inctance, some people are racist. You shouldn't judge African Americans by their skin colour because you never know whats inside. The same for boks. It might have a very boring plain white cover but it actually might be interesting inside.

It's an aphorism. It's saying not
to make a judgment or assumption
too quickly, because not everything
is what it seems.
Another example of something
like that is "the early bird gets
the worm" or something like that.
Those kinds of sayings are things
that make people think.

I think it can work in some situations. Although it can have an opposing affect on the person who it was said to. If someone were to tell me that I'd simply try to understand why it was they told me that and maybe even ask why. It certainly depends on what that person was talking about.

It's basicly saying to not just look at the appearence of something, but bother to look inside and read the deeper meanings of the stories someone has to tell.
