(x + 1) ² + (y - 7) ² = 4
x ² + 2 x + 1 + y ² - 14 y + 49 = 4
x ² + y ² + 2 x - 14 y + 46 = 0
Looks like a misprint in OPTION e

(x-(-1))^2+(y-7)^2=2^2=4
=>x^2+2x+1+y^2+49-14y=4
=>x^2+2x+y^2-14y+46=0
No answer is right!
