I assume you mean US News & World Report, not US Weekly, which is a celebrity magazine. Often the factors used in the rankings are things which work better for larger universities. For example, anything reputational, whether it is recruiters or other schools, tends to be higher if there are many alumni out there who spread the word. Public universities tend to be larger, so this benefits them.
