The issue with any usual wall anchor is the shear weight applied to it. Logic would suggest that anything that breaches drywall and exits the back side to expand and hold, would be "stronger". That would be especially true if one was installing a CLEAT to drywall, and where the access did not allow always screwing direct to studs. The problem with Hollow Wall Anchors is that they need a larger access hole to press through and open. They might also be problematic when attempting to tighten and pull the CLIP up tight against the inside face of the wall. Those metal ones you mention, also come in plastic.
Which one anyone uses should be determined by weight and ease of operation. It's pretty much a personal choice beyond that.

Both of the inserts are categorized by how much weight they can support, ie' 20 lbs, 30lbs, 50 lbs, etc.
The inserts you screw into the wall are self tapping and give a tighter fit into the wall board. The alligator type require that you drill a hole first, which can be a pain. The wallboard is typically the weak link so I would not obsess to much on type by weight class, I would go for conveience of use as the primary factor.

I suspect that it is your intention to hang something heavy on the wall and you want to find out which is the stronger fitting.
ANSWER neither, the drywall will eventually have to carry the weight. If it is a heavy load, you could try jigsawing out an elongated hole and inserting plywood off-cuts as a backing, at least you would have a decent support for the screws,, and at the same time find the vertical wood supports, which are best of all.

Of the two, I'd prefer the metal ones. But I don't use either -- I drive screws into studs, which can be located with a stud finder, available from your favorite home supply store for less than twenty bucks.
