24 people orbited the moon. 12 people actually lande on the moon.

A minor note to follow up on a previous answer: the total number of people to have gone to the Moon is 24, not 27. Although there were nine missions that went to the Moon with three crewmen on each, three men went there twice. Jim Lovell (Apollo 8 and 13), John Young (Apollo 10 and 16) and Gene Cernan (Apollo 10 and 17), making the total number of people 24.

Thank Jason! I had a mistake. As 3 people went twice, only 24 went to the Moon.
Two people in Apollo 13 was supposed to walk in the Moon, but this mission had a big damage in the command module. They didn't orbit the Moon, only went behind it.
