I don't think they were going after Senator Craig specifically at all...from what I've read, they were investigating complaints of lewd behavior in the airport bathroom...unfortunately for the Senator, he happened to walk into that very bathroom, next to an undercover cop. Who knows - maybe this bathroom had some sort of reputation in the gay community??!?! I've never heard of this stuff before, it's crazy.
Also, check my source to confirm this - there were previous complaints in the restrooms of the airport, and previous arrests made. This was by no means a "set up".

I dont get it either. I am listening to this story and just finding out about this dark culture of men on men bathroom signal stuff. I am proud not to know about this subject. Not a gay bashing type of guy, but I would like some privacy when I do the bizness.

Wrong place at the wrong time. Apparently certain locations are known to have this type of activity occurring so the cops targeted it.

Yeah, seriously, good question. It's probably some security thing, surveillence, etc....somebody was out to get that poor guy. I don't care if he's gay or what he does in his private life so long as he's doing a good job as a senator. I feel for him....

The Feds got suspicious when instead of flirting with Whitehouse interns, he gave them fashion advice.

public places are known for this activity. I travel a bit and have seen it in airport bathrooms and Interstate rest stops. it's kind of creep - you get these guys that try to watch you.

It was a set up. Someone wanted him out, and he's on the way out.

I'm not certain, either, but obviously he did something that aroused someone's suspision, and the police set him up from there.

The phrase "Can I push in your stool?" was used and the other said "but we're not in the bar", and the first one said "it doesn't matter".
