Particularly, I'm interested to know what kinds of crimes may have been permitted, and/or what qualifies an inmate for this level prison vs. the other levels.

The DOC listing of Security Levels is listed below. Now, an inmate who is in prison for an extended amount of time can work their way down to (or up to) a Level 3 security center.

Classification to a Level 3 center can include ANY criminal charge. Thus, an inmate serving life for murder can be assigned there along side a "white collar" criminal serving three years for fraud. Thus, it is not the criminal charge that assigns the inmate to a Level 3, but their behavior while they are incarcerated.
