I collect films and books on Humphrey Bogart.
Bogart played a good ganster, but he died in those films, usually from the pistol of CAGNEY (3 films) or E.G. Robinson (whom you forgot in your list of tough guys!!!).
Bogart rose to fame acting as a BAD GUY who had a good heart, or could also be tender too. (High Sierra, 1941)
I VOTE FOR CAGNEY, because he actually killed more people, and portrayed the ganster that America wanted to be rid of (Public Enemy, 1933. White Heat, 1949) about the years when gansters actually threatened American life.
Finally, Bogart was compelled to play the 'Bad Guy' role one more time in Desperate Hours, 1955. He holds a suburban family hostage... kills nobody....but Bogart dies in the end.
I vote for Cagney, he killed so many, almost strangles Virginia Mayo in "White Heat", and died more violently than Bogart ever did. Ms. Mayo was interviewed as saying she was acually terrified during that strangling scene, and thought Cagney deserved an Acadamy Award. But Oscars are were never given to gansters in those days ('49).

I'd have to choose Cagney, he could play the bad guy with just enough humor that made you root for him in the end.
