Be a good example of it. Sometimes people just need to be shown how to do things if they haven't grown up with good role models.

Why? This world already lacks empathy, especially in America. If you asked me this 30 years ago, I would have said make it easier for an individual to encapsulate themselves in their own world. Make it easier for them to communicate, entertain themselves, and get information on their own terms.
Lack of empathy has been achieved. How do you get empathy to become important again?
Were you by chance meaning APATHY?!
This question is a riddle. Decrease and lack. So the real answer, it takes one person at a time. If you care enough, you can inspire someone else to care enough!

beat everyone with a stick, then they will all know the pain of being whacked with a stick.
too bad there's no magic mirror that reflects all the negative action a person may make back upon themselves. Or a virus that changes one's skin color into the shade they hate the most. then they can experience the hatred and stupidity of intolerance they so eagerly indulge in.
better yet, put in place laws the switches the place of the world's richest with the world's poorest, ever 6 months just to make things interesting.
Perhaps when knowledge can be passed on through genetics, then we can trutly understand how we are monsters.

Empathy hurts too much !!! I used to feel it a lot...too much. I have to take pills now NOT to feel it. Maybe it's better just to be kind and helpful to people...without having to FEEL their pain. People are only human...there's a limit to the pain some can carry. But I do know what you mean...people should CARE more and show it.

If it's your lack of empathy, I don't know. If it's the lack of empathy of others then it's not your business so don't try.

if your targeted person has not experienced a lot of life, then they wont be able to empathize with a person who is hurting. have your target experience a lot of life... and get past it, we can all get along if we understand each other
