Try brake cleaner or carb cleaner. Spray on a paper towel & wipe off the window, being careful not to get it on the paint( may dull/damage it). Then clean with a good glass cleaner.

/waynesound crazy but tire shine by armore all removes just about anything I had tar stuck to my car and it cleaned it right up same thing with the wd40 its worth a try wont hurt the paint uless you you have a proffesional paint job then I would go back to were you got it painted and ask them nita/wayne I didn't see that it was on your windshield rainx workd wonders little elboe grease plus when it rains it beads up so you barely need your wipers
