Most tropical fish don't need to eat that. They should be getting everything they need in their flake food. Also, there is a slim chance that the seafood might have some sort of bacterial spores or other propagules on it. Some propagules can even survive freezing. That's sort of a long shot though.
Frozen brine shrimp once in a while are fun. You can get them at a good pet store, and a little package lasts for ages. Don't feed it often.

As long as this is only the fish or seafood (without sauces, seasonings, etc.) that's fine.
It's not necessary to do this for every meal (and could get somewhat expesnive if you do), but you can use flakes or pellets (if your fish will eat these) as a staple, and use the frozen foods to supplment. If you have a larger carnivore that you don't want to give live feeders, frozen seafood is a good choice to use as a substitute.

No as long as the fish are omniverous or meat eaters. If its good for you to eat its good for them.

no, i buy human shrimp cocktail and feed them to my large mouth bass, peacock bass, and flordia gars.
It gives them a more meaty diet, more expensive, but it doesnt hurt, just not ever day. usually best as once a week.
