I want to use a water conditioner, so i bought aqua safe water conditioner. I know how much to use, can i pour the amount of drops i need while the fish or frogs are in there? or should i take them out and mix the water really good and wait for it to settle or something?

It's always best to mix any chemicals in water before you add them to the tank (in case you accidentally add too much), but the water is safe to use almost immediately, so you don't need to wait for it to settle or anything like that.

I'm assuming that your water only contains chlorine, which is why you're using Aqua Safe. If your water company uses chloramine to treat your water, this product doesn't remove the ammonia produced when the chloramine bond is broken, and the ammonia can affect your fish and frog. If you're not sure what the water company uses, you may want to hold off till next week to do a water change (after a call to your water company): http://www.thetropicaltank.co.uk/chlor.htm

Most of the products for aquariums are safe to use with the animals left in the tank. that is except for medications.. read the labels carefully. It would be more of a nuisance if every time you worked on the tank, you had to relocate the inhabitants. Catching some of them can take hours. Doing that every month for water changes would definitely stress out the fish. Do the fish and other critters living in the lakes and rivers jump out and lay on the shore or find a new pond when it rains? And then jump back where they came from when the rain is over? no. Just make sure you do frequent water changes with the right treatments added for the water you are using.

yap u can but i suppose it'll be safer if u take out a little water from the tank (if it is full) in a mug, mix the conditioner and pour it back into the tank again. or u can switch on ur pump and then pour the conditioner that way as soon as u pour it it will get circulated around the tank water!

I just dump my water conditioner right into the tank. Of course, this is when I do a partial water change or if the level is a bit low and I need to add water. We're not talking about a whole fresh tank of water. If it is anything more than 20% of the volume in the tank, mix it first to make sure you aren't introducing a ton of chloramine, and then add it to your tank.
