Mr. X, head of the opposition party has mysteriously disappeared and has not been seen for 2 weeks. Rumors are swirling that the President has had him arrested and sent to a concentration camp overseas. But the President and his administration have said repeatedly they do not know of Mr. X's whereabouts, and scoff at the idea they would have anyone kidnapped saying "Would we do something that blatantly against the constitution and blatantly illegal?" The american people soon forgot about it and were more concerned about watching american idol. Soon after that a preemptive attack/invasion was made on country Z cause they were believed to be close to having nukes and not liking the USA. Later no nukes were found during the occupation, but hey the adminstration said "Mistakes can be made ..no one is perfect".

Sure it can happen -- very easily given the current political powers taken by the executive branch.
And those powers aren't going to go away, regardless of which party takes over office.
Whether it will (or did) happen is a different story -- but one that depends on how much our leaders are willing to abuse their power -- not whether they can or not.

I don't think that would make a very good book but someone may have used that plot already and did ok with it. That would be political suicide in todays world. The information technology has made it impossible to keep much of anything a secret.
