OR UHC for children up to the age of thirteen?

How about doing away with the socialized welfare versions of health care coverage, and replace it with a group insurance policy that is portable to promote competition for cheaper prices, and better service?
Since the copay for emergency room visits would be higher than a regular office visit, and private practices will accept it more than the welfare medical card, there would be an incentive for welfare recipients to avoid using the ER for every bandaid, saving the tax payer huge amounts of money. The money saved could be used to cover others who don't qualify for welfare, but do not have access to health coverage.

Can this be done by the several states and still please you? Personally, I think the states need to make these decisions.
