Where might an atheist find one cheap, maybe slightly used is ok too

A rejector of God can use a Ouija board for a compass. It looks as if the directions are coming from outside, but actually the operator himself or herself is making it move. So it actually points where the operator desires.

Its not a real thing you can buy.

A "moral" compass is an internal belief or set of principles you live your life by - what is right, what is wrong, what is acceptable and not acceptable.
Its called a compass because it helps "point" you in the right direction - not physical direction but the right course of action to take in a given situation.
And it has nothing to do with religion - some people would say that a moral compass develops from spiritual (not necessarily religious) beliefs. A person with a clear moral compass chooses actions that are in line with their beliefs.

People without a moral compass might have criminal tendencies, without compassion for others, "followers" of whoever is more powerful (no decisive mind of their own), prone to antisocial or asocial behaviour, etc.

You do not have to drive very far...try inside your heart. The foundation is proportional to the principles, values taught by your parents, teachers, and community.
