The same thing it means outside of politics. When you hold another group to strict standards that you don't hold yourself and your group to, that's a double standard. For example, it's totally okay for there to be strip clubs all along the freeway, but the second a gay bar opens, there's picketing and lawsuits.

It refers to a practice where one group (or one party) sets forth a standard of behavior --- saying that everyone should act a certain way.
However, in practice, they apply a different standard to themselves -- or a different standard to their opposition.
For example, two people commit the same crime. One is in your party, one is in the opposing party. The opposing politician is ridiculed and lambasted for doing this horrible thing -- but you make no comment about the politician from your party who did the same thing.
However, it's really only a double standard if its the same thing, or if the worse offense (of the same type) is ignored but the lesser office by the other group is not -- if the two things are really unrelated, then that's just two unrelated standards.

It means if you are a republican, and you do something conceived to be wrong, you get chastised by the democrats, and hounded to resign. If you are a democrat that actually does something wrong, it's business as usual.
