Are the street lights (as in the red, yellow, green ones) on timers or do they have sensors when a car comes?

They come in both styles. It depends on which ones your city engineers installed. At busy intersections they usually put the timer type in so it will continue to flow both ways. At slower intersections they usually put in the sensor type so when a car pulls up it starts the cycle to change the light.

There was a time many years ago that they were on timers. Nowadays they have sensors under the pavement.
