Plants that live from year to year are called perennials. Their roots will survive the winter if they are hardy enough. Some plants like Pelargoniums (geraniums) may be perennials in the south but are grown as annuals in northern climates.
Annuals complete their life cycle in one growing season. Some annuals may seem like perennials because they reseed themselves, but they are not.

They could be bulbs that dieback every year in which case you have to dig them out, Or they could be self seeding annuals which throw out alot of seed to have them sprout next year.I don't know what area you live in but some kind of systemic herbicide could be used from your local garden centre, there are many available but you should always read the directions and wear appropriate protective equipment.If the use of chemicals are'nt your thing you can hand weed them and then spread a 2"-4" layer of mulch on the ground to prevent them coming back! Taking a sample of the plant to your local centre will be advisable as it is a good idea to identify the plant your dealing with as to how you treat it!

Perennials will come back. Some plants will self seed and grow like weeds; four-o-clocks, spider flower,touch me nots and many more. I pull up those types like weeds before they go to seed.
I bet if you asked around you can find a gardener who would come inspect and remove all unwanted plants.

You mean perennials?
Stop them from growing? If you don't want to get larger, then you need to divide them when they get to big.
If you don't want the plant any more, try digging it up and throwing it away, if it still comes back spray it with round-up.
