That's what the govt does -- it passes laws for the benefits of its citizens -- that's pretty much all it does.
Some of those laws are regulatory and prospective, meaning they are intended to prevent behaviors that might harm others -- some are punitive, meaning they are intended to punish those who have harmed others.
Protecting the rights of citizens -- and performing the other functions necessary to keep govt running -- is the vast majority of what a govt does.
