Disallowing for having to get permission from Congress and who knows how many other Uppity-Ups. BLAH_ BLAH.
If it was my decision alone. I would:
1-Stop the War, and get the troops home.
Increase Social Security and give our elders more to live on. ( instead of spending the fund, and giving it to Illegals, who didn't even put in to it.)
2-Mandatory Health Care. :People who can not afford it should not have to die, or file bankrutcy for lack of health care. People who are poor can get it, but if you have any funds at all, you are expected to exhaust those funds before you qualify for anything. So, by then your living on the street, but You have health care.
3-Stop Illigals from crossing our borders, and send them back if they do.
4-Reduce the wages of our Legislatures, make them earn what the common man, has to earn. Then see if they can get by. Maybe then they will be more receptive to passing some of these laws & passing budgets on time.
5- Stop Pork Barrel Spending, and wasteing of money for
frivoulous things.
6- I know you said five, but I just had to put this in there.
Abolish the party system, so that they stop bickering between themselves, and get something done, As they are supposed to be working for the people. Not to fight amoung themselves.
They act like a bunch of two year olds. The Republicans did this, or said this. The Democrats did this, or said this. And on and on. Enough already!!!

1. Call a meeting with the 50 State Governors to elicit ideas for improvement in the Federal process and seek information on state porgrams which are worthy of nationa adoption. Hold this meeting every year under the name of Conference of the States. No media coverage, except for an end of conference statement. No special dinners with long speeches. Real, sleeves rolled up, work sessions.
2. Press for revision of House rules that would require repeal of a previous appropriation for every new spending idea they come up with.
3. Announce to our NATO partners that they have three years to increase their forces because we will begin closing down all of our bases in Europe and re-deploying those troops to the U.S. interior or other parts of the world.
4. Press for amendment of the UN Charter to make an automatic change to peace enforcement for any peacekeeping mission which is fired upon or threatened by any force in the country in which the peacekeeping mission is stationed.
5. Order the roundup and deportation of all illegal aliens, while re-starting the guest worker program that existed between Mexico and the U.S. during World War Two. Replace the border fence with a minefield, clearly marked in English, Portuguese, French and Spanish

(1) I'd beef up the military, make sure they have sufficient equipment and that it's all in working order. I'd ensure that their pay grades are comparable to civilian pay grades, less housing and base allowances.

(2) I'd push for a line-item veto to get rid of the pork that the taxpayers are footing. (Pork belongs on the dining room table, not in a congressional bill.)

(3) I'd encourage the bureaucracy to be more user-friendly. After all, who's paying the bill? In particular, I'd urge the IRS to be more user-friendly.

(4) I'd be responsive in an emergency, but only if asked by the head of the locality having the emergency. The government shouldn't run roughshod over the local authorities.

(5) I'd return schools to the basics and any special programs would have to prove that they work in comprehensive testing before widespread implementation. It's disgraceful for kids to graduate high school and get college degrees and not know how to speak in a complete sentence or how to spell in a written presentation.

And for good measure, (6) I'd terminate immediately anyone who signs a contract for outrageously priced equipment or who pads a contract for shoddy equipment.

The first thing i would do is put more money into the educational funds. Following soon later, i would start to remove the troops out of Iraq. after this, i would then work on lowering the taxes of all americans. Then i would try to lower gas prices. My final thing i would make Spanish a required class to graduate, because of the 60+ million (not including the illegal immigrants), BECAUSE KNOWLEDGE IS POWER! LOL.. but seriously, thats what i would do.

1. Replace all our troops in Iraq with PRISONERS from every prison in the country...all the murderers, rapists, sex offenders, etc and make them FIGHT for their RIGHTS to come back to this country rather then sitting in prisons costing every single working American $55,000 a YEAR to rest and relax behind bars.
2. Find Osama Bin Laden and his followers and wipe them out.
3. Round up 12 Million ILLEGALS and ship their butts back to wherever they SNUCK IN HERE FROM!!!!
4. Legalize Marijuana and begin governmental controls like they did with cigarettes... why SHOULDN'T the government be making the profit???
5. Legalize Stem Cell Research and the USE of stem cells in combatting illnesses....

Bring our troops home
Slam the doors on this country
Clean up our government
Get our schools in order
Get health care for everyone
In that order. Period!
Then I'd start on the next hundred days.
