hey girls! im a guy and i usually dont do that...
it just means three things:
1.he really likes u
2.he is a bum!
3.he doesnt have a pick up line!

Depends if he drop it on purpose. But mostly, he wants you to bend down and pick it up to check out of your butt or to see if you are going to do it.

Unless he does it every day and wont leave you alone, he probobly cant reach his pencil.
Just dont think that the slightest thing means a guy likes you. you'll only get hurt.
