which do you think will get someone into a college? Low income family (< $30K per year) or a parent who works at the school.
If you don't know, then which do you think sounds more fair?

what if GPA was the same and above 3.6?

Low income depends on the size of the family. But it will get you into school and you will be eligible for grants, By the way with a GPA of 3.6 why don't you have a scholarship. Also if you get in and maintain that 3.6 you will be eligible for scholarships as well.
Low income has nothing to do with minority status. Low income qualifies you for tuition assistance. (PELL Grant)

Neither matters if your GPA is that high. Schools cannot consider parentage OR income when making admissions decisions. They can ONLY consider your grades. However, if you are looking for financial aid on those bases, include them BOTH. Each has significant amounts of financial aid available.

Parent employee is a sure thing, at least for staff. I don't know about other employees.
Low income is no guarantee, better if you are a minority, if you're white you'll have to earn it.
