That's a tough one.....
Both animals are very intelligent, however it is hard to compare as chimps and apes are land animals and are a lot like us, while dolphins are sea animals and have no resemblance to us.
Chimps have shown the ability to learn, use tools, wage war, and communicate. Does this make them intelligent, yeah.
Dolphins have also shown the ability to learn, and communicate. This makes them intelligent also. The use of tools is limited to them as they first of all, have no use of them. They do not need to use a stick to extract termites from a mound. There food supply is all around them. However, they do heard fish into high density pools so that catching the fish is much easier. Is this using tools, no not really, but it shows the ability of the dolphin to use a behavior that makes catching food easier. It is not a physical tool but it is very close.
Dolphins are much more peaceful creatures than chimps, but they can be very brutal to their prey. Dolphins have been known to play with their prey, often throwing injured seals into the air repeatedly, they do sometimes torture their prey similar to a cat playing with a mouse before killing it. Does this compare with chimp clans waging war upon each other? I think so, as it shows that both species are capable of cruelty. Is this a sign of intelligence? I also think that it is. Case in point, we (humans) are some of the cruelest creatures on the planet and are also the most intelligent.
Both chimps, and dolphins care for their young. Not only raise them but show true affection for them and will defend them with their lives. That again, shows intelligence.
Both chimps and dolphins are very intelligent, caring, and intuitive creatures. Both have vast abilities. But your question was "Which one is more intelligent?" I think that it is a tie, but if I had to pick one.
Based on the facts, I would have to say the chimpanzee, but my emotions tell me that the dolphin is more intelligent based on the fact, that their is a lot more about the dolphin that we do NOT know than there is about the chimpanzee.

I'm going to say Dolphins.
I really dig both animals a lot. This is a tough question.
I believe that many scientists rate the chimpanzees and apes so highly because they share so many common characteristics with humans. Facial expressions, hands, tool-use, sign language. We can more easily appreciate the intelligence of chimps because we are so similar.
But precisely because Dolphins have adapted so completely differently than humans (to the ocean and life in the water) and that they don't have hands or easily recognizable facial expressions can the measure of the depth of their intelligence not be as accurately understood by us land lubbers. With more research, I'm pretty sure that dolphin intelligence will surely surprise us again and again and even eventually prevail over the chimp.

Given that there is no way to accurately measure intelligence in humans, there is also no way to measure intelligence in other species..
However, dolphins and chimps/apes do use tools like humans. Chimps have been filmed using sticks and grass to dig termites from the ground. There is also a case where a chimp carried around the same stick, like an otter finds a favorite rock. Dolphins have been shown to use sponges to protect their rostrum when digging in sand. This behavior is passed through generations, just like the chimps' behavior.
Dolphins will also engage in sexual behaviors with inanimate objects...just like humans...
Dolphins are just as aggressive as humans. This is applied to other species as well as their own. There are many instances of killer whales "playing" with a seal body or a smaller whale, without the intent of eating it. Bottlenose dolphins will attack smaller and more docile species of dolphin or whales for entertainment. Apes have also been seen attacking other troops and waging "war". As we all know, humans kill other humans...and we are not doing it for food.
Dolphins, apes, and humans all have language. They all communicate with others of the same species. They have dialects, just like us.
There really is no way to measure who is smarter...but if I had to pick a species, it would be dolphins. Their societies are much like ours, but they are not slowly destroying the world.

Chimps. I've heard some amazing dolphin stories (So long, and thanks for all the fish!), but nothing that indicates an intelligence like chimps have.

I would say chimps because they can learn more because they aren't "stuck" out at sea only. They learn from all of their environments and can use things. I guess. :\
