That's a tough one. Cliff is none too bright, but maybe he's happier because of it. Norm probably knows he's kind of a loser but Cliff doesn't care. It's better to be Cliff.

Everybody liked Norm and he drank more. It's all good.
Nobody liked Cliff (except norm) and he was a postal worker who lived with his mom. HELLOOOOO!

I think Norm... Cliff seemed like more of a high strung guy (he was a postal worker, what do you expect)
