Bush will claim that there are many good reasons for the discrepancy. From his past statements:
They made the pie too high.
It's much too hard for the Iraqis to put food on their family.
It's been too dangerous to really get out there and catapult the propaganda.
Our best intelligence misunderstimated the enemy's misunderestimation of our abilities and resolve.
Security is the essential roadblock to achieving the road map to peace
Oftentimes, we live in a processed world — you know, people focus on the process and not results.
We've got hundreds of sites to exploit, looking for the chemical and biological weapons that we know Saddam Hussein had prior to our entrance into Iraq
And, of course, because There's an old saying in Tennessee — I know it's in Texas, probably in Tennessee — that says, fool me once, shame on — shame on you. Fool me — you can't get fooled again

Yeah, and I am pissed that the Democrats backed down on their requirement that meeting benchmarks would be required to continue the funding for this war. Just because our commander and chief threatened to veto it. I am not thinking that Democrats are the lessor of two evils now. The parties-both of them-have sold us out. I am considering a 3rd party to support after having been a life long Democrat.

According to Bush, who wants the pentagon to be able to re-write the GOA report (auditing themselves, in other words), partial results should count as accomplishments.
Expect to see some crowing when the final report (after changes) comes out. And recognize it for the hack job it will be.

"Working" appears to have been redefined to mean "isn't making things much worse than they already were".
When the goals and the milestones and the metrics for success keep getting redefined retroactively, of course anything can be said to be working.
