I'd warn them and if that didn't help, burn their house down.

You can do this using a couple of methods: (1) Enable the security or encryption feature on your Wireless router. This will encrypt your data and will require you to create a WEP code (password) on the router which you will use on every wireless device that you want to allow a connection to. (2) Your router can also be set to only allow specific MAC (Media Access Control) address to gain access. Every network device ever made, including your wireless notebook or PDA, will have a unique MAC address. There is likely a section on your routers Administrator screen that will display the connected devices, the devices MAC address will also be displayed here. Use this list to enable the MAC address filter. For extra security you could use both methods.

Enable WEP security on your router. That way anyone that should connect to your network will have a password. If they don't have a password they can't surf on your connection.
Or you can also disable the SSID so they won't be able to see that your network is active.

Set a password (or key)
All of the computers that connect to your network will need the key.

Figure out a way to get into their computer system (it's a two-way street!), then make sure to upload gigabytes of horse porn into their hard drives.

Use the MAC address filter, only add your MAC adresses and not your neighbors, then he will not be able to connect any more.
