like a really long silence? if it's like just a few seconds, its just for emphasis, to change things up. but if it's like two minutes it's usually at the end of the last track, it's usually a "hidden song" or something, idk, who likes to do the same boring thing all the time?

When it is between songs in the middle of an album, it is to duplicate the flipping over an old record album from side 1 to side 2. Tom Petty's Into The Great Wide Open is a prime, more modern example of how a CD is set to act like a record.

When it is during a song, it is for dramatic effect.

When artists want to use a certain track number as a hidden track (69, 99, etc) they sometimes put :01 of blank on each track number in between.
