NAFTA which was created by the current Bush's father and then signed into law by Clinton, gave the current President the responsibility. However, there were safety criteria that were to be met.
If you dig a little, you can find where the push by President Bush caused the DOT to move too quickly which is going to leave us with a higher death toll on our highways. There were a great many problems brought out about the violations and the inability for the DOT to keep up with entering the violations into the 52nd state system. Begin your research at Report Number: MH-2007-062 and go backwards. You'll see for yourself.

I live in Texas and there's all kinds of suvs and cars here with Mexican plates. By truck I dunno if you mean pick ups. I personally have never seen them but I don't see why they'd be any different from any other car. You have to register it at the border like any other car I'm sure. If you mean big rigs, that's a whole other story. But in general you can do anything you want, if you just investigate. Do a net search. There's tons of info.

President Bush passed the law this week, authority or not!
..so now our truck drivers have to compete with the "illegals"

He has to go and GET authority to change border policies of that serious a nature.

Yeah!
We, Americans have to carry auto insurance, in order to drive here in the United States.
Truckdrivers from Mexico don't have to carry insurance.
Heck - They don't even make them maintain their trucks safely.

He bragged about it.
I thought he already got it done, during the 90's...... Maybe not.

Absent some other law to the contrary -- yes.
As Executive, he has limited ability to issue laws (executive order and foreign relations agreements) -- provided those don't conflict with either federal statutes (from Congress) or Constitutional provisions.
