i have a 60watt tortoise light in my tortoises enclosure but its only in one coner is that ok and also he sleeps almost the whole day and one more thing shes never under the light

nevermind the light is 50watts not 60watts but still the same questions still apply

That is actually the best set up.

With the lights and heat elements at one end, there is a super warm basking spot, and a cool spot on the other end. That way the tortoises can pick where they are the coziest.

They only thing I want to mention:
The bulb needs to be broad spectrum UV and made specially for reptiles. If not, they aren't getting the correct nutrients they need for healthy bones and shells.

Hopefully you have two different kinds of bulbs. The heat bulb is at one end, and you must measure the temperature correctly. It should be about 95F, depending on the species. Use a digital indoor/outdoor probe thermometer to measure the basking area. You must also have a UVB bulb for all tortoises--a Reptisun10.0 or Retptiglo 8.0 is best. Change these bulbs every 6 months, as they lose potency. It should also be over the basking end of the enclosure.
She may not be going under the heat lamp because it is too cold, too hot, or she is ill. Check out this website for more info.
