First, the classification of Tropical Depressions, Storms and Hurricanes:

Tropical Depression ~ semi-organized tropical low pressure system with measured wind speeds of 38 mph (miles per hour) or less.

Tropical Storm ~ well-organized tropical system with tight rotation and low centralized pressure with measured wind speeds of atleast 39 mph. Once it has reached this point, it is assigned a name.

Hurricane ~ super-organized tropical system with intense eye-wall, very low pressure and measured wind speeds between 74 and 95 mph. This is considered a Category 1 hurricane. All hurricanes are named. Below is wind speed details for hurricane categorizing per the Saffir-Simpson Scale:

Category 1 74-95mph Generally 4-5 feet above normal storm surge

Category 2 96-110mph Generally 6-8 feet above normal storm surge

Category 3 111-130mph Generally 9-12 feet above normal storm surge

Category 4 131-155mph Generally 13-18 feet above normal storm surge

Category 5 Greater then 155mph Generally greater then 18 feet above normal storm surge

A tropical depression is a low pressure system with a closed surface circulation with a wind speed less than or equal to 38 mph.It is a group of cloud and thunderstorms with a poor organisation. In the surface chart atleast one closed isobar will be there. No eye or spiral form can be seen.
A tropical storm is also a low pressure system with a well defined organisation with a wind speed of equal to or more than 39 mph and less than or equal to 73 mph.Spiral form can be seen in the satellite pictures but eye can be seen very rarely. If it intensifies into hurricane, eye can be seen in most cases.
A tropical depression may intnsify into a tropical storm. In the Bay of Bengal adjoining the South India, many depressions which form near the coast(within 500 miles)during the monsoon season do not intensify and cross the shore as depressions only

Basically the wind speed near the center and how well the center is formed and the pressure level.... Thunderstorm first Tropical depression = wind speed 23 - 39 mph, lower pressure and organized circulation in the center. Tropical Storm = wind speeds increase to 39-73 mph,the storm itself becomes more organized and begins to become more circular in shape -- resembling a hurricane. At this time the Storm is given a name and is closely watched to see if it will turn into a hurricane....
