I'm confused...what do they do?

Hmm, isn't that someone who points a finger at someone to get him?
You know, like in court, the prosecutor says point at the culprit, so you finger him.
Or like in the Mafia, you tell your hit-man who you want to get whacked and that's pointing him out for the whacking.
Isn't that a vendetta?

i think they keep people in order and search the streets for people out past curfew

the fingermen are the ones that come and get you and put your head in the black sacks i think....i love that movie!
