People have answered and said to use certified/registered mail. But what if the odd tenant denies that the content was a notification? We're talking rogue tenants here...

You keep a copy of the letter that was sent. It would be up to the tenant to provide the letter that they claim to have received as proof that your letter was something other than what it was. He who provides the best hard copy documentation of their position usually wins. When they walk into court with empty hands the judge will give little weight to their claims.

Hire a process server to give them the notice. That way you will have a witness.
