First off this sounds shady. You are obviously a new seller, selling a high-priced, high-fraud item (a laptop) to someone overseas. Do they live in Nigeria or Romania or Russia? If so, this is a scam. They will pay you with a stolen credit card and then you will be out the laptop and the money. You need to get this straightened out first.
Log onto eBay, go to Community, Answer Center, log in there and post this question with the item number of your auction so that the other members can help you to determine if this is a scam.
Or post the item # here and I will edit my question after I look at the buyer's history.
As far as Paypal, the money would go into your (or your sister's) account, then you could request that Paypal send you a paper check through the mail. But, as I said, this sounds shady to me.

Firstly, watch out for any oversea's sales transactions there are many, many rip-off artists just waiting to take advantage of inexperienced people. If they fail to pay, you have no real way to do anything about it because they are not on US soil and not subject to US laws. Have the cold hard cash in hand BEFORE you ship the laptop. Secondly, the way paypal works is that paypal acts as a go between- you collect your money from paypal, they'll charge you a small fee for processing the payment.

Sounds like a scammer to me.
As far as accepting payment goes, your local bank should be able to answer your other questions.
You may wish to set up an account specifically for PayPal transfers, if you're doing this as a business or if the single sale is worth a lot (say, $1k or more).
Misty Fied (see above answer) offers a lot of helpful info, but beat me to the return button so her answer is up first ;)
Feedback on eBay isn't always the best indicator: in the past, some shady characters have faked very impressive "histories" and feedback ratings. At the end of the day, you need a good "BS Detector."

You should have your own PayPal Account. They are free to set up. You then "Request Money" by sending the buyer an email. When the buyer responds by sending money from his paypal account it gets deposited in yours (minus paypay fees) You don't need a credit card, just a bank account. You can transfer funds from your paypal account back to your bank account.

It goes directly into your paypal account. It's like having another bank account. You can get it transfered into your regular bank account if they have that information. It usually takes a couple of days. When you log into paypal there should be a link that says transfer money.

yes to changing the credit cards. And as soon as he sends it , you will have the money added to the card. Just like email.Better check the shipping costs.
