The Portuguese have a saying, "Ni bon vento ni bon matrimonio de Espana ven". (Neither good winds nor good marriages come from Spain). Despite their many similarities the languages are different and if one depends on the knowledge of one to communicate to the other, he or she will make some grevious errors.
Both people are Iberian, both languages are Latin based, but the Portuguese are not Hispanic.

At one point in time, when the Romans owned Portugal and Spain, it was used to describe the people. But in modern times it is no longer considered proper. It's similar to saying, when the British came to America, at first they were still called "British" but, as time went on they became known as Americans.

NO, The nations of Spain and Portugal are located on the Iberian Peninsula in Western Europe.
A Hispanic is a person with a mixture of White, Native Americana nd maybe African. SO, a person from Spain or Portugal would not be considered a hispanic.
Well if you think about it, sorta, if a White Norweigan man mixes with a South american/Central American Indian they would be considered Hispanic.

and I guess a "mulatto" from the same quarter,"European-american" by the procedence from that continent.
