Assume:-
(2/3) (x - 9) = 3 / 4
8 (x - 9) = 9
8 x - 72 = 9
8 x = 81
x = 81 / 8

However it may be that you mean:-
2 / ( 3 (x - 9) ) = 3 / 4
18 = 9(x - 9)
x - 9 = 2
x = 11 (which looks more likely)

PS
Questions are meaningless without brackets.
You will notice from the answers received that lack of brackets leads to chaos!!!

I'm no expert, but...
To isolate the variable (x-9): divide both sides of the equation by 2/3. 3/4 divided by 2/3 (invert and multply rule) = 3/4 times 3/2 = 9/8 = 1-1/8.
This leaves:
x-9= 1-1/8
Add 9 to both sides.
x=10-1/8 or 10.125

2/3*(x-9)=3/4
First multiply each side by 3/2:
x - 9 = 9 / 8
Add 9 to each side
x = 9 + 9/8 = 10.125 = 10 and (1/8)

2/3*(x-9)=3/4
(x-9)=3/4)(3/2)
x-9=9/8
x=9+9/8
=81/8 ANS.

2/3*(x-9)=3/4
or 2*4=3*3*(x-9)---By cross multipication
or 8=9(x-9)
or 9(x-9)=8
or 9x-81=8
or 9x=8+81
or 9x=89
or x=89/8 ans
