Legal for the average citizen with a CCW / CPL ??

The short answer is no. Michigan only allows federally licensed dealers, importers and manufacturers to process silencers. If you want to cough up $200 for a 3 year FFL and $500 per year for an SOT, then you can manufacture, deal in or import silencers.

Silencers (a legal term) are legally owned by thousands of unlicensed civilians in 35 states. All we need is the $200 tax stamp. The BATFE routinely approves the applications for the stamps, and my local sheriff has never denied me a signature on my ATF from 1's used for making silencers.

If you move to a state that allows civilian ownership of silencers and the sheriff will not sign, just create a trust to own the silencer instead. Finger print cards, mug shots and the sheriff's sig are not needed then. Easy to do

No, but that's just a Michigan thing. Suppressors ARE legal in most other states, subject to applicable federal and local taxes or regulations.

Yes they are, but these are Class III items as classified by the BATF, so tecnically you can put in the paperwork to obtain them, but here is the catch, your local police chief or sheriff has to ok it, and they almost NEVER do, unless they owe you big time for something.

for a silencer. - They are expensive.

Federal law makes all firearm silencers ILLEGAL!
