Do a family cookout
Get a new pet kitten or puppy
Wash the family vehicle
Wash the neighbors vehicle
Wash a strangers vehicle
Do the weed pulling in the garden
If no garden, start one

Miniature golf costs a little but you definitely get your money's worth. A hike is always good, try flying some kites at a park.

go out to a park and walk around and play games
fishing
nature walks
just go to the mall to walk around in the a/c
go to cici's pizza for a cheap, affordable meal
go bike riding
play games inside, like cards or different board and dvd games
go see relatives or freinds
take a short ride around, say within a 50 mile radius

Museum! Your children can learn new things, your husband and you get to re-live the high school years and learn more stuffs too.
Fishing! Stregthen father-and-son bond, you can prepare sandwiches or beers..XD
