The most powerful (and expensive) form of social control exercised by all UK governments is Social Security. (This is not my opinion, this is a sociological fact).
There is a section of society that either will not work under any circumstances or who won't work because they cannot earn enough to make it - by their way of thinking - worthwhile.
The government allows this to happen because they fear that if they stopped DSS, then this underclass, who have a very different idea of morality, fairness and self-respect than most other people, would commit criminal acts in order to live - rather than than get themselves a job.
It costs the government nothing. We, the taxpayers, pay for it. Every now and again the government says that it's going to 'get tough' with DSS claimants and absolutely nothing happens.
Now you know why.
