I absolutely love that quote.
Funny, that quote brings to mind the movie V for Vendetta, the moment the main women walks out of the jail, "free".
Freedom is a state of spirit or mind, and not one of physical circumstances, that to me is the profound meaning.

The are different ways to be free. We can free ourselves from the burden our beliefs and our thinking which usually provides suffering. This can be accomplished at the moment that it is desired.
We are, for example, prisoners of this planet. Without the ecosystem we would die. It is a trapped existence a thriving planet. It's just a nicer prison.

I think what he means is..
we're all ultimately free to do whatever we want, as long as we choose to let ourselves act that way..
take us, Americans. The only restriction we have is society and the norms they expect out of our behavior.
Once we get over that, we can act as freely as we want.
