In most cases, you can't apply for scholarships before your senior year, but you can start looking into possibilities earlier than that so that you will be prepared when you get there. Most scholarships are actually administered by individual colleges, and you have to have been admitted to the college before you can really get the scholarship. The independent scholarships are usually given to seniors. Occasionally, though, there will be an exception. For example, you might win an academic competition for which the award is a college scholarship. What that means is that they will agree to pay the specified amount of money toward tuition when you get to college, regardles of what grade you might be in at the moment.

the most common grade is your junior year, I haven't heard of anything earlier, unless an elementry school giving a certain person this much of a scholarship. But if I were you the colleges that you are interested in I would go and check them out. Go on a campus tour and talk to your teachers about it.

9th grade, at the earliest. Some scholarships only look at 10th - 12th grade grades, and don't pay attention to freshman year, but you should still try to get A's freshman year because that'll definitely affect admissions into college. But wow, we didn't have GPAs in middle school... that's pretty intense haha.

You can usually start applying the end of your junior year. Check the college's website for deadlines.
