This probably refers to composing an outline. I would guess the third level is one that begins with an Arabic number and a period( 1.), is indented further in than the preceding levels (Roman numeral period then a capital letter period), and is a subset of the preceding topic (capital letter topic). Remember, in an outline when you have a one, you must have a two; in other words, if a topic can't be divided into at least two divisions, don't divide it.

never heard of it and I am a teacher...I teach first grade though....have taught 3rd and 4th.
