Assuming you are in the U.S., yes. There are a few schools which don't require it, but you would be wasting your time to get an MBA from them.

I think that it can be depending on the school you choose. They all subscribe to an accrediting authority which has member schools that decide on what standards are necessary. They can make exceptions, for example, when I began MBA courses as a part time student I was granted conditional status and allowed to take the GMAT after my first few courses. I was also offered the opportunity to maintain a GPA standard and opt out of the GMATs. I took them and was admitted after taking two courses. The funny thing about the GMATs was that there were horrible geometry questions on there and really I just needed calculus and algebra. The test was dumb and it in no way prepared me for what I was learning. Just an avoidable formality.

If this is from European University- then you just better stick with them - it doesn't matter what you get on the GMAT - NO ACCREDITED school is going to accept your bachelors. You just wasted a lot of time and money.
