you need a bell some cleansing sage a broomstick and some salt and something to represent the four elements. I can't really remember much more than that..its been a while for me..but i know you need the broomstick to sweep away bad energies..the bell represents air..the sage helps cleanse the area the salt casts the protection and you must call on the four guardians of the each element individually to strengthen the circle.
I practice dragon magic so i use the elemantal dragons..but as i said i haven't done it in a while..have you not got a good book to help you? thats how i first started

Don't know if it would count as a Wiccan circle, but a easy way of casting a circle is as follows.
Gather your thoughts/Centre for a while before you begin.
"Draw" a line around the area of the circle using your index finger (usually right hand) or with an athame, while proceeding deosil (clockwise) and saying "I draw this circle to protect this space and prevent any harmful influences from entering". Think of the "pointing implement" much like a big marker pen, with it's ink being in a colour you see as protective. If there are others in the room/your are protecting a room, walk round the room, visualising the "ink" as being drawn on the walls. Some debate over which direction begins/end the drawing of the circle. I usually start with North/Earth, but East/Air is equally common.
Once your gone all the way round "meet and great" the Quarters/Watchtowers, again going round deosil. Once you've called the quarters, request the presence of Deity. Most people ask the Goddess to attend, before the God.
Then you can do your working
Remember to close the circle after finishing.
To close, you just reverse the process of setting up the circle. When thanking/dismissing entities, many people say some thing along lines of "I thank you for your presence. My work here is done. You are welcome to stay, but you may now go whenever you will"
To "erasing" the circle point at it and trace it's path widdershins (anti-clockwise), "pulling" the visualised ink back as you go, while saying "I close this circle"
Then go and do something physically active, or at least get a cup of tea.
I feel that while tools such as Candles, Bells and Athames can add to the mystique of a circle, and are important when synchronising groups of people within a circle, they aren't as important as having the right frame of mind. That only comes through practice and experience.

The book, The complete book of witchcraft by buckland is a workbook of lessons that teach you every single step. Look it up..its a good book to have on reference
Start by determining how big your space needs to be. A ceremonial circle is a place in which positive energy and power are kept in, and negative energy kept out. The size of your circle will depend on how many people need to be inside it, and what the circle’s purpose is. If you’re hosting a small coven meeting for a few people, a nine-foot-diameter circle is sufficient. On the other hand, if it’s Beltane and you’ve got four dozen Pagans preparing to do a Spiral Dance, you’ll need a space significantly larger. A solitary practitioner can work easily in a three- to five-foot circle.
Figure out where your Circle should be cast. In some traditions, a Circle is physically marked on the ground, while in others it is merely visualized by each member of the group. If you have an indoor ritual space, you can mark the Circle on the carpet. Do whichever your tradition calls for. Once the Circle is designated, it is usually navigated by the High Priest or High Priestess, holding an athame, a candle, or a censer.
Which direction will your circle face? The circle is almost always oriented to the four cardinal points, with a candle or other marker placed at the north, east, south and west and the altar in the center with all the necessary tools for the ritual. Before entering the circle, participants are purified as well.
How do you actually cast the circle? Methods of actually casting the circle vary from one tradition to another. In some forms of Wicca, the God and Goddess are called upon to share the ritual. In others, the Hight Priest (HP) or High Priestess (HPs) will begin at the north and call upon the deities of the tradition from each direction. Usually this invocation includes a mention of the aspects associated with that direction – emotion, intellect, strength, etc. A sample ritual for casting a circle might take place like this:
Mark the circle upon the floor or the ground. Place a candle in each of the four quarters – green to the North to represent Earth, yellow in the East to represent Air, red or orange symbolizing Fire in the South, and blue to the West in association with Water. All necessary magical tools should already be in place upon the altar in the center. Let’s assume that the group, called Three Circles Coven, is led by a High Priestess.
The HPs enters the circle from the east and announces, “Let it be known that the circle is about to be cast. All who enter the Circle may do so in perfect love and perfect trust.” Other members of the group may wait outside the circle until the casting is complete. The HPs moves clockwise around the circle, carrying a lit candle (if it’s more practical, a lighter will certainly do!). At each of the four cardinal points, she
calls upon the Deities of her tradition (some may refer to these as Watchtowers, or Guardians).
The rest is in the link..its extremely long....

There is quite a lot of literature about which is considerably more reliable than some of the information on the internet.
I not sure why you want to start with casting a circle, for there is a lot more to it before you actually start working.
Try some of the folowing books for getting behind some of the lore of Wicca;
Janet & Stewart Farrer;
The Way of the Witches
Spells and How They Work
The Witches Bible
Also books by; Dorien Valiente, Marion Green, Dion Fortune.
James Frasier;
The Golden Bough
Robert Graves;
The White Goddess
Wicca is not not a ritual action, it is a way of thinking and beleiving that is then employed in these acts and the way we live our lives.
Good luck

Prariecrow's answer is good.
the guy establishing the so-called fake history of Wicca is smoking something. I've been Wiccan since the mid 80's, and the group I was a part of never claimed to be an ancient religion, and I've not seen it in documents that preceded me by 20 years.

Here are some links to get you started.
A relatively objective (non-Wiccan) set of articles on what Wiccans do and believe:
http://www.religioustolerance.org/witchcra.htm
Another useful article:
http://www.religionfacts.com/neopaganism/paths/wicca.htm
A good site by Wiccans:
http://wicca.timerift.net
And the US Army Chaplains Handbook excerpt on Wicca:
http://www.religioustolerance.org/wic_usbk.htm
If you're looking to do some reading, I'd recommend "Wicca: A Guide for the Solitary Practitioner" by Scott Cunningham, and "The Triumph of the Moon" by Ronald Hutton. I advise you to stay away from anything by Silver Ravenwolf, for reasons outlined in the following essay:
http://wicca.timerift.net/ravenwolf.shtml
You can find other Wiccans and witches (they're not necessarily the same thing) in your area through the Witches of the World section at Witchvox:
http://www.witchvox.com/xvn.html
Just use the pull-down menus on the left to find individuals, groups, shops, and events in your area.
If you're interested in knowing how to cast a circle, email me and I'll be happy to give you some pointers.

This is the basics of casting a Circle. As you learn more you can add or subtract what may be needful for you and yours.
Ritual of Casting Sacred Circle
The main factor is to cast a sacred space. A space that separates this world from the other. A space that we ourselves make holy. And that is what is important. A space that you set aside from all else, to glorify and exalt. For you are the one casting, cleansing, purifying, and setting it aside from all else.
Before you cast, one should make sure of the intent of casting. Ask yourself why you are doing it. Once you have this the gathering is made easier. If you are doing this with a group of people One must be chosen to be the Lord or Lady. The Lord or Lady usually has one person who waits them. This is not to say the Lord or Lady is higher than they, but the fact that they shall be the God/dess incarnate. You may also do this solitary. Depending on the amount tending.
The Lord/Lady has the sword brought to them. All else are standing outside where the circle is to be cast. The Lord/Lady takes the sword and walk deosil (clockwise) around the space to be cast. The wait has a small bell with them. Beginning at the East, the sword, in a non-threatening manner, is raised. The wait rings the bell. All fill fall silent. Moving clockwise the Lord/Lady salute each direction. If there are four novices present each will stand to the directions as the Lord/Lady passes.
Lord/Lady: Let all those that wish to partake enter ye now ! (the bell is rung)
Everyone enters by stepping forward (no actual circle has been cast yet)
Wait: My Lord/Lady all those that wish to partake in this Magickal Rite are now present. I pray you, cast the Sacred Circle.
Lord/Lady: What thou doth sees makes here this night, shall be forever within this circle. So Mote It Be !
(When anyone speaks the So Mote It Be or Blessed Be, all shall repeat it)
Again at the East, the Lord/Lady takes the sword and draws within the ground or upon the floor the circle saying as the pass...
"I draw this magick circle let no evil or ill will cross its mark."
Once the Lord/Lady has reached the East again, They take the sword and place it upon the shoulders of the novice, and says...
"be thou the guardian of this gate... I call I summon I stir oh ye spirits of Air, come forth now I pray thee and witness our Rite. So Mote It Be !"
The Guardian answers: I am he/she the guardian, no evil or ill will shall pass by me, My Lord/Lady.
the Wait rings the bell
The Lord/Lady goes to each quarter and perform the same, on each guardian. The Wait will ring the bell as each guardian answers.
Once the quarters are called the Lord/Lady goes to the center of the circle as the Wait preforms the cleansing of the circle with salt and water. Incense can be used instead of salt and water mixture. The Lord/Lady summons the spirit of the Great Lady and the Great Lord by saying....
Great Lady witness now your children who stand before you in Perfect Love and Perfect Trust.
Standing East, with the censer the Lord/Lady says....
Great Maiden Come To Us.....
All repeat....
Standing South, with the torch or candle the Lord/Lady says....
Great Mother Come To Us....
All repeat...
Standing West, with chalice of wine or water, the Lord/Lady says...
Ancient Queen of Wisdom Come To Us....
All repeat...
Standing North, with the salt, the Lord/Lady says....
Brother Come To Us...
All Repeat...
Drumming, rattles, any form of music making can be added to this.

I use to be Wiccan. I can teach you everything you need to know.
Wicca is a religion concocted by a man named Gerald Gardner in England circa 1950. Prior to Gardner, there was no Wicca. Gardner's original Wicca seems to have been little more than an excuse for him to be tied up and beaten by strong willed women, according to Adian Kelly, a Wiccan traditionhead and author of "Crafting The Art of Magic".
