I put in a new screen door and it closes too fast and there is no way to slow it down I can see. Is there anything I can put around the part at the base that slows door to make it close more slowly and not slam shut?

Most closure cylinders have adjustments at the opposite end from the rod that goes in and out of the cylinder. Look for screwheads or a knob to turn.

There are one or two small phillips or star shaped screws at one end of the close cylinder. Using a 'star' or phillips screw driver turn this or these screws first one way one turn, to see if the door closes faster or slower. Make sure you open the door all the way before testing. If it closes faster, just turn the screw(s) the opposite way, testing after every full turn, by opening the door all the way and letting it close on its own. As it slows down, make smaller adjustments, until the door closes at the desired spped. Please note!!
The cylinders with two screws are for a two stage cylinder. One screw controls inital closure, the will adjust the final closure. You need to adjust both very carefully.
