Who cares about your neighbor!! Unless your neighbor is your landlord and you're living somewhere that allows landlords to say, "no pets", it doesn't matter!
Get a dog or a couple of cats. Cats require less work and attention than dogs, but dogs are quite lovable, as long as you can stand the barking haha!

Borrow a Mastiff for a couple of days. Tell the neighbor to feel free to try and remove it from your property.
Should be amusing on a number of levels.

Get a ferret. They do not make much noise and are very fun. But you must make a life long commitment because they live 6 to 8 years. they are fun to play with and watch. They will need to live in a cage and be let out to play everyday.
Good Luck

How about a pet giraffe? It is rather quite...may be a little tall. Seriously, why does your neighbor get to say if you can have a pet or not?

um...I don't understand....why are you letting your neighbor tell you that you can't have a pet? It is not up to them if you can have a pet at YOUR house...get whatever it is that you want...That would be like you telling your neighbors, "you know, I dont like kids too much, so...don't have any"

your neighbor can't tell you that you can or can't have a pet - unless they are your landlord.
Get whatever you want.
