Where are the best 10 cities in the nation for black folks to live? Black Enterprise magazine has figured it out.

In the May 2007 issue, Black Enterprise listed the top cities for African-Americans based on median household income, percentage of households earning more than $100,000, percentage of businesses owned, percentage of college graduates, unemployment rates, home loan and homeownership rates.

"Our goal is to help African-Americans become more open-minded about where they choose to live," Alfred Edmond Jr., editor-in-chief of Black Enterprise, told BlackAmericaWeb.com Tuesday. "We want African-Americans to look at factors that may help improve the quality of their lives."

Edmond said he isn’t advocating that folks up and relocate immediately, but instead, be informed about economic and other opportunities in cities that may not be on the radar. For example, Edmond said, he has a friend moving from New York to Charlotte for a better job.

"The biggest growth in the black population in the past 10 years has been in the South because there have been opportunities for African-Americans," Edmond said.

Topping the list of Black Enterprise’s cities is Washington, D.C. and the D.C. metropolitan area, which includes parts of Northern Virginia and Maryland.

"The perception of the city has changed. There’s a lot more business development," D.C. Mayor Adrian M. Fenty told Black Enterprise.

According to Black Enterprise, "At $404,900, D.C. has the highest median home value of all the cities on the magazine’s list. Other positive factors: D.C. has the lowest foreclosure rate (0.3%), property taxes, and sales tax (5.75%) among the top 10. Survey respondents are very dissatisfied with the quality of education, however, stating that the public schools are in desperate need of repair. Ironically, the D.C. metro area has the best-educated black population of the cities, boasting the highest percentage of high school and college graduates."

Atlanta, Georgia is the number-two pick in the Black Enterprise survey.

Atlanta boasts some 64,000 black-owned businesses and continues to offer extensive entrepreneurial opportunities, the magazine reported.

Edmond told BlackAmericaWeb.com that while Atlanta is still a great city for African-Americans, "the foreclosure rates have really spiked." He also said black homeownership in Atlanta has dropped from 55 to 48 percent.

Number three is the metro area of Raleigh-Durham, North Carolina, which had a 3.4 percent rise in job growth, the highest employment statistic among the cities ranked. Rounding out the 10 best cities for African-Americans list are Houston, Texas; Nashville, Tennessee; Dallas, Texas; Charlotte, North Carolina; Indianapolis, Indiana; Columbus, Ohio and Jacksonville, Florida.

Edmond said he also asked readers to visit the magazine’s website "to weigh in on how they felt about these cities."

Karyn Wheat, 37, a Dallas resident and director of talent services for "The Tom Joyner Morning Show," was featured in the Black Enterprise story.

"In Dallas, I like the fact that you get all four seasons without it ever freezing, and the cost of living is unbeatable," Wheat said in the article. "Everything here is centered around food. I recommend Spring Creek and Bone Daddy's for BBQ and a really fun spot called the Brooklyn Jazz Cafe for Sunday brunch. It's owned by a couple from Brooklyn and features live jazz performances."

"We have a traveling black rodeo that comes here," Wheat said. "It's funny because one of the radio professionals I've met out here has a side gig as a rodeo clown. A lot of people also hunt here but Ft. Worth, which is our sister city, is where everybody has on a hat and western wear. I will say, one day I was driving down the highway and was surprised to see livestock within city limits. There were longhorns on the grass, grazing calmly."

In assessing the locations, editors at Black Enterprise said, they looked at "metropolitan areas -- the core cities and surrounding suburbs as defined by the U.S. Census Bureau. This year’s survey showed respondents were satisfied overall with earnings potential, entrepreneurial opportunities, jobs, cost of living, affordable housing, higher education, access to technology and medical care. In general, respondents were discontent with the quality of public schools, availability of daycare facilities, race relations, crime rates, and black political clout."

According to the magazine’s survey, "using a series of statistical data, the list was narrowed to 13 metro areas. Heavier weighting was applied to seven of the 22 factors -- super factors -- that pertain specifically to African-Americans: Black median household income compared with overall median household income; percent of black households earning greater than $100,000 divided by the percent of all households earning greater than $100,000 per year; black unemployment rate; number of black-owned businesses per 1,000 black residents; percentage of black home loan rejections; percentage of black college graduates and the black homeownership rate.

The top 10 cities' highlights in the survey showed:

All have a higher percentage of black high school graduates than the national average.
Nine have a higher percentage of black college graduates than the national average.
Nine have black unemployment rates below the national average.
Seven boast median black household incomes above the national average.
Eight reveal a cost of living index less than the national average.
Four out of 10 have a black mayor.
"Indianapolis, Jacksonville, and Raleigh-Durham were newcomers in the 2007 ranking," the editors said. " For the third consecutive time, major metropolitan areas such as New York and Los Angeles didn’t meet the criteria."

"Chicago and Philadelphia, which appeared on our 2001 list, failed to return," editors explained. "Residents of these urban hubs continue to be disenchanted with nagging social problems, including the high cost of living, rising crime rates and substandard public schools."

I don't think that Hip Hop gives African Americans their culture, although it does play a good part in it. African American heritage is rich with wonderful history, Poets, Artists, Teachers, Inventors, Painters, I could go on and on...African American culture is an an important and integral part of American History, without it we would be the poorer.
