You could try any of the paint thinners sold by the pint at any hardware or paint store. Put in on and scrub off paint as per its instructions. Then wash the underwear thoroughly by itself and drop it into the washer after the chemical fumes are gone.
You could also try a paint removing cream that is made for hands. It is called "Cupran Special" by Stockhausen. It is people- safe.

how the heck did you get paint on your underwear?
are they like a special pair of underwear that you just have to get clean instead of just buying a new pair? i don't get it.
