In Spanish, it is quite certainly a "dieresis" or "diaeresis". It is a diacritical mark to indicate that the U and the vowel alongside it should each be pronounced normally but separately.

In German, the same diacritical mark is called an "umlaut", and indicates that the U should be pronounced in a different way.

In German, it's called an umlaut. I didn't know it was used in the Spanish language!
